JPMorgan Outlines Eight Key Provisions in the CLARITY Act That Support Bitcoin’s Long-Term Valuation

Despite the recent weakness in crypto markets, JPMorgan argues that clear regulatory legislation in the U.S. would mark a turning point for the sector. If the CLARITY Act is passed, the regulatory classification of digital assets would become clearer, reducing long-standing uncertainty and paving the way for greater institutional participation.

Under the proposed framework, assets such as Solana, XRP, Litecoin, and Dogecoin could benefit from clearer legal treatment. The bill may also make it easier for major financial institutions to offer custody services and accelerate the tokenization of traditional financial assets. JPMorgan sees this as a structural shift rather than a short-term relief.

Eight Key Positive Catalysts for Crypto

According to JPMorgan, the bill could unlock eight major catalysts:

  • Clear division of oversight between the Commodity Futures Trading Commission and the U.S. Securities and Exchange Commission.
  • Allowing new projects to raise up to $75 million annually during decentralization without full SEC registration.
  • Enabling tokens initially classified as securities to transition into commodity status once sufficiently decentralized.
  • Establishing clear custody rules, allowing institutions such as BNY Mellon and State Street to provide services directly.
  • Supporting tokenization of traditional securities and boosting infrastructure investments by firms like Intercontinental Exchange.
  • Exempting miners and validators from broker-style reporting obligations.
  • Introducing tax exemptions for small crypto payments and clarifying staking taxation.
  • Positioning U.S. stablecoins as digital cash to strengthen institutional adoption.

JPMorgan maintains its long-term Bitcoin price target of $266,000, while Bitcoin was trading around $65,425 at the time of writing.
